PPC agency in Los Angeles: 88 cities, not one market
A PPC agency in Los Angeles builds and runs your paid ads for the specific places where your customers live and buy. Eloari manages Google or Meta for a flat fee from $900 a month. All work is remote from Davenport, Florida.
The City of Los Angeles holds 39% of the county's 9.8 million residents (U.S. Census Bureau, ACS 2020–2024), and the county serves 88 cities. Spanish is spoken at home by 81.2% of residents in East Los Angeles (unincorporated) and 5.6% in Calabasas. The same ad can't sell to both.

01 — The map
Why is "Los Angeles" the wrong target for an ad campaign?
Because the buyer changes at every city line. The median owner-occupied home is valued at $471,000 in Palmdale and at more than $2 million in Beverly Hills. Renters are 33.8% of households in Palmdale and 72.1% in Santa Monica (Census ACS 2020–2024).
| Place | Renting | Median home value | Spanish at home | Another language at home |
|---|---|---|---|---|
| L.A. County | 54.1% | $834,200 | 37.6% | 17.5% |
| City of Los Angeles | 64.0% | $921,200 | 39.3% | 17.2% |
| East Los Angeles (unincorporated) | 66.5% | $643,100 | 81.2% | 1.3% |
| Palmdale | 33.8% | $471,000 | 48.7% | 5.2% |
| Monterey Park | 48.4% | $863,000 | 16.4% | 53.9% |
| Santa Monica | 72.1% | $1,755,500 | 10.3% | 17.5% |
| Beverly Hills | 59.0% | $2,000,000+ | 6.2% | 37.3% |
Language shares are for residents aged 5 and over. Census Reporter, pulled November 4, 2026. These are survey estimates, and $2,000,000+ is the highest value the Census reports. East Los Angeles here is the unincorporated community, not part of the city.
Our reading: offers for Palmdale owners and Beverly Hills owners should not share a campaign.
02 — The setting
Which Los Angeles location should you pick in Google Ads?
Google lists the City of Los Angeles, Los Angeles County and the Los Angeles DMA as three separate targets, and Santa Monica and Beverly Hills have targets of their own (Google Ads geo targets, November 4, 2026). DMA (designated market area) is a media market. Los Angeles's runs from Ventura County through Orange County and east to the Arizona and Nevada borders (Rutgers market snapshot, 2011 data).
In the Los Angeles market, "laser hair removal near me" gets about 6,600 searches a month and "laser hair removal los angeles" about 880 (Google Keyword Planner, October 20, 2026). Someone searching "near me" is matched by location, so your targeting setting decides who sees the ad, not your keyword.
Our default is a list of cities or ZIP codes, grouped by buyer and language. Before you rely on the city target, check its outline on the map in your account, because neighbors like Santa Monica are separate targets. The DMA rarely fits a local service.
Google's default and recommended setting, "Presence or interest," also reaches people who have only shown interest in your area (Google Ads Help, read November 4, 2026). For a local service we use "Presence," knowing Google says narrowing usually lowers impressions.
03 — Where the work is
Where is the work in Los Angeles right now?
The city's own building permits show it. Between November 2025 and October 2026, the Los Angeles Department of Building and Safety issued 64,543 permits, and each trade clusters somewhere different: 70.8% of pool and spa permits were in the South Valley and West Los Angeles, and only 2.6% in South Los Angeles and the Harbor (LADBS, pulled November 4, 2026).
| Area (City of L.A.) | Re-roof | Mention an ADU | Pool or spa |
|---|---|---|---|
| South Valley (Encino, Van Nuys) | 3,735 | 1,832 | 844 |
| North Valley (Sylmar, Northridge) | 2,635 | 1,601 | 300 |
| West L.A. (Brentwood, Palms) | 1,926 | 1,032 | 843 |
| South Los Angeles | 1,744 | 890 | 44 |
| East L.A. planning area (Boyle Heights, inside the city) | 1,731 | 556 | 98 |
| Central (Hollywood, Downtown) | 1,435 | 481 | 238 |
| Harbor (San Pedro) | 723 | 154 | 17 |
Counts come from our text search of permit descriptions, so read them as a map, not a job count. ADU means accessory dwelling unit, a backyard or garage home. The data covers the City of Los Angeles only, and it says nothing about plumbers or HVAC.
Permits mentioning soft-story retrofit fell from 1,759 in 2021 to 255 in 2025 and 133 so far in 2026 (LADBS). Soft-story retrofit is seismic strengthening of buildings with weak ground floors. A retrofit contractor still budgeting on 2021 demand is bidding on a shrinking list.
04 — The rebuild
How much of L.A.'s new single-family home work is the fire rebuild?
Most new single-family homes, but not most new housing. The Brentwood–Pacific Palisades planning area received 1,045 of the city's 1,676 new single-family home permits between November 2025 and October 2026, or 62%, up from 55 in the same months of 2023–24 (LADBS). Accessory dwelling units were the largest new residential type, with 1,845 permits. Of the 1,045, 1,006 carry a wildfire or rebuild note, by our count.
Those 1,045 homes equal about 26% of the 4,024 new-building permits for ADUs, single-family homes, duplexes (316) and apartments (187). The ADU figures in the table above are larger because they count every permit that mentions one.
Outside that one planning area, new single-family permits fell to 631 from 840 two years earlier, a 25% drop. A builder reading citywide single-family permits is mostly reading the fire.
Altadena is unincorporated county land, so it sits outside this data. As of November 3, 2026, the county's permitting dashboard showed 5,936 damaged or destroyed parcels in the unincorporated Eaton fire area, which includes Altadena, with 3,917 building permits issued, 2,425 new-home permits in construction and 257 complete.
Our reading: builders and landscapers should give the burn areas their own campaign, in a plain tone. A permit is not a finished house: a builder quoted by CalMatters in January 2026 said some owners have abandoned their plans. Judge the campaign by signed contracts, not form fills.
05 — Click prices
Is Google Ads more expensive in Los Angeles?
We can only answer for two med spa searches so far. In the Los Angeles market, the high end of the bid range was below the national figure for both "med spa near me" ($11.48 against $13.09) and "laser hair removal near me" ($48.90 against $59.09), while the low end went both ways ($2.18 against $2.23, and $3.59 against $3.39) (Google Keyword Planner, October 20, 2026). We have no measurement for other trades yet.
| Search | L.A. searches a month | L.A. top-of-page bid | U.S. top-of-page bid |
|---|---|---|---|
| med spa near me | 6,600 | $2.18 – $11.48 | $2.23 – $13.09 |
| laser hair removal near me | 6,600 | $3.59 – $48.90 | $3.39 – $59.09 |
They don't show that L.A. is cheap or expensive in general. Top-of-page bid is Google's estimate of what advertisers bid to appear above the organic results, not the price you pay (Google Ads Help).

06 — Language
Should you run Spanish ads in Los Angeles?
In some cities first, and only if someone can answer the phone in Spanish. Spanish is spoken at home by 81.2% of residents in East Los Angeles (unincorporated), 56.7% in Downey and 48.7% in Palmdale, but by 9.8% in Torrance and 6.2% in Beverly Hills (Census ACS 2020–2024).
"Depilacion laser cerca de mi" gets about 390 searches a month in the Los Angeles market, with a top bid range of $1.08 to $11.17, against 6,600 searches and up to $48.90 for the English version (Google Keyword Planner, October 20, 2026). There, Spanish search is cheaper and far smaller. That is one service.
Chinese is spoken at home by 42.1% of residents in Monterey Park and 33.0% in Alhambra. Eloari writes ads in English, Spanish and Portuguese only. If your customers speak another language, we'll say so in the review.
07 — The calendar
When do Los Angeles businesses get busy?
Permits show no steady season we can point to, so plan around the dates on record. Downtown Los Angeles normally gets 3.29 inches of rain in January, 3.64 in February and 0.00 in August (National Weather Service, 1991–2020 normals), and LAFD brush inspections start May 1. Re-roof permits reached 1,677 in September 2026 and 1,736 in October, about 56% above the same two months of 2025, while all permits rose about 8% (LADBS).
| When | Signal in the data | What to do with the budget |
|---|---|---|
| Every month | Re-roof permits, November 2025 to October 2026: 866, 996, 1,238, 927, 1,136, 1,067, 1,016, 1,062, 1,026, 1,203, 1,677, 1,736. We don't know what caused the fall 2026 jump. | Roofers: check permit counts monthly, and treat a pre-storm budget increase as a test. That rain drives roof demand is our guess, not something these counts prove. |
| Mar – Apr | LAFD inspects brush in Very High Fire Hazard Severity Zones from May 1 to June 30. In 2026, failing the second inspection cost $758 on top of a $31 fee. | Brush crews: run ads before May 1, in hillside ZIP codes only. |

09 — Ad rules
Which California rules change what an L.A. ad can say?
Two reach the most businesses. California contractors must show their license number in advertising (Business and Professions Code §7030.5), and since July 1, 2024, an advertised price must be the full price the consumer is required to pay, apart from government taxes and reasonable shipping (California Attorney General, SB 478).
| Rule | What it says | What it means for your ads |
|---|---|---|
| B&P Code §7030.5, contractors | The license number goes in "all forms of advertising, as prescribed by the registrar of contractors." | Put it on the landing page and in your ad assets. |
| SB 478, hidden fees | Restaurants and bars are exempt if the fee is shown clearly wherever prices appear (SB 1524). | A "from $99" ad with a required fee on top needs rewriting. |
| Penal Code §632.7, recorded calls | Recording a call involving a cell or cordless phone requires the consent of all parties. | If your call tracking records calls, turn on a spoken notice before anyone answers. |
California signed SB 690 on September 30, 2026, removing private website pen-register suits, but wiretap claims under Penal Code §631 over pixels and chat tools remain available (Procopio, October 1, 2026). This is our reading, not legal advice. Clinics also face B&P Code §651, covered in the video above. See also ad copywriting and conversion tracking.
10 — Not a contractor?
How does this work for clinics, restaurants and studio vendors?
Pick the cities first, then check your own demand. Permits won't help a clinic or a restaurant, but the Census map, language split and California rules still apply.
See healthcare PPC management and Google Ads for restaurants.
Businesses that sell to film and TV. Greater Los Angeles logged 4,171 on-location shoot days in the third quarter of 2026, down 4.8% from a year earlier and nearly 29% below the five-year average, and commercials logged 562, down 16% (FilmLA, via TheWrap, October 21, 2026). If productions are your main buyer, measure cost per signed client before adding budget.
11 — Who runs it
Jonatã Ariel Silveira
President, Eloari Management Group
In paid media since 2012. Accounts are run by the founder, not passed to a junior after the sales call. Eloari's founders currently manage more than $100,000 per week in advertising spend across client accounts.
12 — Pricing
How much does a PPC agency cost in Los Angeles?
One Los Angeles guide cites one agency at about $2,500 a month for accounts under $10,000 in ad spend (Public Media Solution, August 2025). That is one example, not a city average. Eloari charges a flat fee from $900 a month, with no setup fee, no percentage of spend and no markup on media.
Starter is $900 a month for ad spend under $5,000, and Growth is $1,500 for $5,000 to $20,000. Both cover Google or Meta. Full is $2,500 for $20,000 and up, and covers Google and Meta.
Plan on roughly $2,000 to $3,000 a month in ad spend for paid search, paid directly to Google and Meta (Eloari). That won't cover 88 cities, so start with a short list. We are a poor fit if you can't answer inbound leads within the hour. To compare providers, read what a month of PPC management includes.

14 — Questions
Los Angeles questions
How much does Google Ads cost in Los Angeles?
We have only measured med spa searches against the national figures. In October 2026 the Los Angeles top-of-page bid range ran $2.18 to $11.48 for "med spa near me" (U.S. $2.23 to $13.09) and $3.59 to $48.90 for "laser hair removal near me" (U.S. $3.39 to $59.09), per Google Keyword Planner. The high end was lower in L.A. and the low end was mixed. These are bid estimates, not what you will pay, and other trades aren't measured yet.
Should I target all of Los Angeles County or specific cities?
Start with the cities your team can serve profitably. The county has 9.8 million residents, and the median home value runs from $471,000 in Palmdale to more than $2 million in Beverly Hills (Census ACS 2020–2024), so the buyer and the offer often change too.
Should my Los Angeles ads be in Spanish?
Start where the share is high and where someone can answer in Spanish. Spanish is spoken at home by 81.2% of residents in East Los Angeles (unincorporated) and 9.8% in Torrance (Census ACS 2020–2024). In the one service we measured, Spanish searches were far fewer than English ones.
Is it worth advertising for fire rebuild work in Pacific Palisades or Altadena?
It can be for single-family builders: 1,045 of the City of Los Angeles's 1,676 new single-family permits from November 2025 to October 2026 were in the Brentwood–Pacific Palisades area (LADBS). In the unincorporated Eaton fire area, which includes Altadena, the county showed 2,425 new-home permits in construction as of November 3, 2026. A permit isn't a signed contract, so judge the campaign by contracts signed.
Do I need an agency based in Los Angeles?
Not for the platform work. Paid media is remote work, and the platforms are the same in every city. Eloari works remotely from Davenport, Florida, with meetings by video or phone.
