Local Services Ads management for home service businesses

Local Services Ads management is the weekly work that decides what Google charges you per lead and where you rank: answering in your business hours, rating leads, marking jobs Booked or Completed, and keeping job types and areas tight. Since 1 October 2026, Google charges for a missed business-hours call if the caller stays on the line more than 20 seconds. As LSA moves into Performance Max, a manual maximum cost per lead "is no longer supported" (Google Ads Help, October 2026).

  • The bid is now the smallest lever. Responsiveness and lead feedback move the rest.
  • We run LSA and Google Search together, so they don't bid against each other.
  • Flat fee from $900/mo, never a percentage of spend.

01 — The short answer

What are Local Services Ads, and what is there to manage?

Local Services Ads (LSA) are the Google ads at the very top of local searches that show a business name, star rating and call button, and they charge per lead instead of per click. There are no keywords. You manage what Google uses to decide whether to show you: hours, answering, categories, reviews and the feedback you send on each lead.

Lead

A call, message or booking request that came through your ad. Each one you are charged for is counted as a conversion.

Charged lead

A lead Google bills you for. That includes answered calls and, since October 2026, missed business-hours calls over 20 seconds.

Lead credit

Money Google returns for a lead its system judges invalid, duplicate or low quality. Since July 2024 it is automatic, with no manual dispute.

Responsiveness

How fast and how often you answer. A named ranking input; missed calls can hurt it.

Google Verified

The single LSA badge that replaced Google Guaranteed, Google Screened and License Verified in October 2025.

Booked / Completed

Statuses you set on a lead when it became a job. Google says they help its automation optimize.

02 — What changed

What changed in Local Services Ads between 2024 and 2026?

Four changes in two years moved control from the bid to the signals you send. Disputes became automatic in July 2024, Google Verified replaced Google Guaranteed in October 2025, the move into Performance Max began in August 2026, and missed calls became billable on 1 October 2026.

WhenChangeWhat it means for you
July 2024Manual lead disputes end; Google credits leads automaticallyNobody can dispute leads for you anymore; ratings and job statuses are the feedback left.
October 2025Google Verified replaces Google Guaranteed, Google Screened and License VerifiedThe money-back guarantee is gone (jobs booked before 7 December 2025 only). Ranking is not affected, Google says.
August 2026Phase 1 of the move into Performance Max with pay-per-lead goals (select U.S. home and storefront services)No manual max cost per lead, one Target CPA per campaign, weekly budget divided by 7 into a daily average.
1 October 2026Missed business-hours calls are charged if the caller stays on more than 20 secondsAn unanswered phone now costs money, and the hours in your Google Business Profile decide what counts as "business hours".
Late 2026Phase 2: service-area businesses without a storefront, plus custom bidding or booking setupsContractors with no storefront fall here. Old LSA reports do not carry over.

Several pages that rank for "local services ads management" today still promise manual disputes or show the Google Guaranteed badge. If your website still says "Google Guaranteed, money back", take it down: callers may choose you for a refund that no longer exists.

03 — What you pay for

Which Local Services Ads leads does Google charge for?

Google charges for answered calls, messages, booking requests, and any business-hours call or voicemail where the caller stays on the line more than 20 seconds, whether you pick up or not. Spam, invalid leads, short missed calls and repeat contact within 15 days are not charged.

Google publishes no price list for LSA leads; charges depend on location, job type, lead type and bidding mode.

04 — Ranking

How does Google decide who shows first in Local Services Ads?

Google ranks LSA in an auction that weighs your bid against how likely your ad is to produce a lead. That likelihood comes from your responsiveness, your profile quality (rating, review count, average response time, photos, verification), how relevant your business is to the search, and whether messages and booking are turned on.

Answering

"Missed calls may negatively affect your responsiveness," Google says. A fast, consistent response time can improve ranking.

Reviews

Google's own LSA page calls review score and review count "important visibility metrics."

Distance

The closer you are to the person searching, the more likely they see your ad. A wide service area does not mean you show at its edges.

Relevance

The services, job types and bio you list must match the search.

Messages and booking

A listed ranking input. Turn them on only if someone replies fast.

Bid

Still counts, but after migration it runs on Maximize Conversions or a Target CPA, not a per-lead cap.

Sources: Google Local Services Help, About ad rankings (retrieved 15 October 2026) and Manage leads and jobs; Google Business, Build your online presence with Local Services Ads (retrieved 12 October 2026). Google does not publish the weight of each factor.

05 — Demand

Why do home service owners look at LSA in the first place?

Because the click alternative is expensive. In October 2026, Google's Keyword Planner put the top-of-page bid for "plumber near me" at up to $82.33 a click nationally and $97.75 in Florida, and "ac repair near me" at up to $100.95 nationally and $130 in Florida. LSA sits above those search ads and bills per lead instead.

What the customer searches (U.S. searches / month)U.S. top-of-page bidFlorida top-of-page bid
plumber near me (823,000)$12.22 – $82.33$23.65 – $97.75
ac repair near me (201,000)$15.00 – $100.95$35.88 – $130.00
water damage restoration near me (165,000)$17.94 – $105.56$18.30 – $100.00
pest control near me (165,000)$8.63 – $51.41$11.10 – $52.93
roof repair near me (90,500)$14.59 – $69.26$25.00 – $100.99

Owners are asking about it too: "local service ads" gets 49,500 U.S. searches a month and "google local services ads" 33,100 (Keyword Planner, October 2026). Google publishes no comparable LSA lead price, so nobody can honestly promise LSA is cheaper than search ads. For what clicks cost trade by trade, see how much Google Ads costs.

07 — The work

What does Local Services Ads management include?

Good LSA management is a weekly routine, not a setup. It shapes the profile so Google sends only jobs you want, gives every charged lead feedback, and keeps LSA and Search from paying twice for one customer.

StepWhenWhat we do
1. Tracking firstBefore spendCalls, forms and booked jobs measured and verified before any spend.
2. Hours you can answerSetup, then monthlyProfile hours set to when someone truly picks up; they define which missed calls are charged.
3. Job types and areaSetup, then monthlyOnly the jobs you want, in the area you reach profitably. Narrowing these is Google's own fix for unwanted leads.
4. Rate and close every leadWeeklyFeedback survey on bad leads, Booked or Completed on jobs.
5. Budget mathMonthlyWeekly budget ÷ 7 becomes the daily average; the monthly cap is the daily figure × 30.4. Target CPA only after more than 15 leads a month, as Google advises.
6. Split what differsAs neededSeparate campaigns for services worth different amounts, since migration leaves one Target CPA per campaign.
7. LSA and Search togetherMonthlySearch ads cover jobs and areas LSA does not, with negatives so the two don't chase the same call.

Before your migration date, we export your LSA performance reports. Google says they "will not transition to Google Ads"; only your lead history moves.

08 — Fit

Should you run Local Services Ads, Search ads, or both?

Run LSA when your trade is eligible, you can answer the phone during the hours you set, and you have reviews to show. Add Google Search when you need jobs LSA does not list, more volume than LSA can deliver, or control over specific searches.

09 — Pricing

How much does Local Services Ads management cost?

Eloari manages Local Services Ads as part of a flat monthly fee from $900, with no setup fee, month to month, and never a percentage of ad spend. Your lead charges are paid by you directly to Google with no markup, and the LSA, Google Ads and Business Profile accounts stay under your business.

TierMonthly ad spendFlat feeTypical for
StarterUnder $5,000$900/moOne trade, LSA plus a focused Search campaign.
Growth$5,000 – $20,000$1,500/moSeveral services or areas, split campaigns.
Full$20,000+$2,500/moMulti-location or multi-trade accounts across LSA, Search and Meta.

For comparison, U.S. agencies typically charge flat retainers of $1,000 to $5,000 a month or 10% to 20% of spend (most often 15%), and setup fees of $2,500 to $10,000 are common. At $5,000 of spend, a $900 fee is 15% of what you put to work; at $2,000 it is 31%. Eloari fits best when you spend $2,000 or more a month and one customer is worth several hundred dollars or more.

12 — Questions

Local Services Ads questions

Are Google Local Services Ads worth it?

They are worth it for an eligible home service business that answers the phone during the hours it sets and has reviews to show. Google ranks LSA on responsiveness and profile quality as well as the bid, so a business that misses calls pays for some of them and ranks lower.

Does Google charge for missed calls on Local Services Ads?

Yes, since 1 October 2026. A missed call during your business hours is charged as a valid lead if the caller stays on the line for more than 20 seconds, and the same applies to voicemail. Business hours are the ones in your Google Business Profile.

Can I still dispute bad leads?

Not by hand. Manual disputes ended in July 2024, and Google now reviews lead quality over 30 days and credits invalid, duplicate or low-quality leads automatically. You can still rate a lead in its feedback survey.

Is Google Guaranteed still available?

No. Google Verified replaced Google Guaranteed, Google Screened and License Verified in October 2025, and the money-back guarantee was discontinued. Google says the change does not affect ranking.

Are Local Services Ads moving to Performance Max?

Yes, in phases. Select U.S. home and storefront service advertisers started in August 2026, service-area businesses without a storefront follow in late 2026, and non-U.S. accounts in 2027. Billing stays per lead, but manual maximum cost per lead is no longer supported.

How much does a Local Services Ads lead cost?

Google does not publish lead prices; it says charges depend on location, job type, lead type and bidding mode. Your own account history is the only reliable number.

How much do agencies charge to manage Local Services Ads?

U.S. agencies typically charge a flat $1,000 to $5,000 a month or 10% to 20% of ad spend, and setup fees of $2,500 to $10,000 are common. Eloari manages LSA within a flat fee from $900 a month, no setup fee, month to month, never a percentage of spend.
