PPC agency in New York City: five boroughs, five different ad markets

A PPC agency in New York builds and runs your Google and Meta ads for the people who can actually hire you, borough by borough. Eloari does it for a flat fee from $900 a month, with no setup fee, month-to-month terms and every account in your name. We work remotely from Davenport, Florida, and we don't treat New York as one market, because it isn't one.

Renters are 79.9% of households in the Bronx and 32.3% on Staten Island (U.S. Census Bureau, ACS 2020–2024). In the 2025–26 heat season, 311 logged 117,481 heat complaints in the Bronx and 3,422 on Staten Island (NYC Open Data). The same ad can't sell to both.

  • Flat monthly fee from $900, and no setup fee on any tier.
  • Month to month. Thirty days' notice, no cancellation fee.
  • You own every ad account, pixel and conversion history.
  • Tracking installed and verified before any spend.

01 — The map

Why should a New York business advertise by borough?

Because the person who pays changes when you cross a bridge. Across New York City, 67.2% of households rent and 55.3% have no vehicle, but those citywide averages describe almost nobody: on Staten Island 32.3% rent and 15.9% have no vehicle, while in Manhattan 74.9% rent and 78.0% have no vehicle (Census ACS 2020–2024).

BoroughHouseholdsRentingNo vehicleSpeak Spanish at homeSpeak any language but English at home

Queens841,00355.1%37.4%23.3%55.4%
Staten Island170,77732.3%15.9%11.0%36.9%

Language shares are for residents aged 5 and over. Spanish reaches close to half of Bronx residents; in Queens it covers less than half of those who speak another language at home (23.3% of 55.4%). Eloari works in English, Spanish and Portuguese, so tell us in the review if your customers need another language.

New York DMA (designated market area) is the media market Google uses for regional estimates. It also takes in New Jersey, Long Island and Connecticut, so it is not "the city." Google Ads can target each borough as its own county: Kings is Brooklyn, New York County is Manhattan, Richmond is Staten Island.

02 — Who pays

Who actually hires a contractor in a New York apartment building?

Usually the owner or the managing agent, not the person typing the search. New York City requires building owners to keep apartments at 68°F by day when it is under 55°F outside, and at 62°F overnight, from October 1 to May 31, and it is the owner or managing agent the city contacts after a 311 complaint (NYC HPD). A tenant can click your ad but can't approve the repair.

That makes 311 a free demand map. It doesn't count searches or jobs, and one building can file many complaints, but it shows where each problem is reported:

311 complaintsBronxBrooklynManhattanQueensStaten Island
Heat and hot water (Oct 2025–May 2026)117,48194,03481,98844,8983,422
Plumbing (Nov 2025–Oct 2026)29,77024,87518,50710,3991,639
Sewer (Nov 2025–Jul 2026)2,1256,8401,8189,8371,883
Rodents (Nov 2025–Oct 2026)3,9989,4626,2985,1781,072
Snow or ice (Nov 2025–Oct 2026)6,48419,3714,74618,10415,230

The Bronx logged 275 heat complaints for every 1,000 renter households in the 2025–26 season, against 62 on Staten Island (our calculation from 311 and the Census). Queens filed 44% of the city's sewer complaints, and Staten Island filed 24% of its snow and ice complaints with 5% of its households. Source: NYC Open Data, 311 Service Requests, pulled November 2, 2026.

Our reading: a boiler or plumbing company in the Bronx should write for owners, supers and managing agents, with commercial wording such as "building" and "boiler room," and block tenant-rights searches with negative keywords. Negative keywords are searches you tell Google never to show your ad for. A plumber on Staten Island, where most households own, can write for the homeowner.

03 — A deadline you can buy

Which New York deadlines create demand for ads?

Local Law 152 is the clearest one for 2026. Gas piping in every New York City building except one- and two-family homes must be inspected every four years by a Licensed Master Plumber, on a schedule set by community district. The Department of Buildings lists 68,620 properties in the group with a December 31, 2026 deadline, and 62,026 in the group due December 31, 2027 (DOB list updated July 27, 2026).

Deadline groupCommunity districtsBronxBrooklynManhattanQueens
December 31, 20264, 6, 8, 9, 1611,78425,44212,70818,686
December 31, 202711, 12, 14, 15, 179,53833,1585,45313,877

No Staten Island property is in either group; its community districts fall in the 2024 and 2025 groups, which return in 2028 and 2029. Those counts include buildings that have already filed, and some have no gas piping and only need a certification, so treat them as the size of the list, not the number of open jobs. The largest pockets on the 2026 list are Brooklyn's District 6 (8,089 properties) and Queens' District 4 (6,966). A Licensed Master Plumber can target those ZIP codes now and move to the 2027 districts in January.

04 — Click prices

Is Google Ads more expensive in New York City?

Not for every search. In October 2026 the top of the bid range for "auto repair near me" in New York City was $3.85, against $8.43 nationally, and "ac repair near me" topped out at $22.79, against $100.95 nationally (Google Keyword Planner). "New York is expensive" is a claim to test by trade, not a budget.

SearchNYC searches a monthNYC top-of-page bidU.S. top-of-page bid
mechanic near me18,100$1.14 – $4.17$2.00 – $7.90
auto repair near me9,900$1.07 – $3.85$2.01 – $8.43
ac repair near me2,400$5.84 – $22.79$15.00 – $100.95

Boroughs split further. "Ac repair near me" topped out at $45.40 in the Bronx and $18.81 in Manhattan, and Manhattan had 1,600 of those searches a month against 110 in the Bronx. "Mechanic near me" drew 5,400 searches a month each in Brooklyn and Queens, 3,600 in Manhattan, 2,400 in the Bronx and 1,300 on Staten Island (Keyword Planner, October 19, 2026; U.S. figures October 17 and 27, 2026).

These are the only New York searches we have measured so far, and they come from our auto repair research. We won't guess plumber, HVAC or roofer bids for the city. Tell us your trade when you ask for the review and we'll look them up. Top-of-page bid is Google's estimate of what advertisers bid to appear above the organic results, not the price you pay. The range runs from about the 20th to the 80th percentile (Google Ads Help).

05 — The toll line

Should a Queens or Brooklyn crew take jobs in Manhattan?

Price the trip before you pay for the click. Since January 5, 2025, driving into Manhattan south of 60th Street costs $9 at peak for a car, pickup or small van with E-ZPass, $14.40 for a small truck and $21.60 for a large truck (NYC Public Advocate). The car toll is scheduled to rise to $12 in 2028 and $15 in 2031.

Cars and small vans pay once a day, while trucks pay on every entry, and without E-ZPass the toll costs 50% more (Beancount guide, October 2026). As an example, one small truck entering once each workday, 21 days a month, pays about $302 a month at the peak rate. A $300 job below 60th Street needs a different margin check from the same job in Astoria.

Google's default location setting, "Presence or interest," can also show your ads to people who have only shown interest in your area (Google Ads Help). Our reading: use "Presence," exclude the ZIP codes your crews avoid, and bid the toll zone as its own campaign if you want those jobs at all.

06 — The calendar

When do New York's trades get busy?

The city's own complaint data draws the calendar. Heat complaints peaked at 79,928 in January 2026 and fell to 3,682 in August 2026, and October 1 to 30, 2026 has already logged 25,588 (NYC Open Data, 311).

07 — Watch

Auto repair marketing in NYC: the video

This Eloari video walks New York shop owners through five costly mistakes. "Car inspection near me" and "car service near me" each get about 12,100 searches a month in the city, and in New York "car service" often means a ride, not a repair (Keyword Planner, October 2026).

08 — Ad rules

Which New York rules change what your ad can say?

Two matter most. New York City's consumer agency says all advertising by a home improvement contractor must carry its license number (DCWP exam guide), and since June 9, 2026, New York State requires a conspicuous disclosure when an ad knowingly uses an AI-generated synthetic performer (General Business Law §396-b).

RuleWhat it saysWhat it means for your ads
NYC DCWP, home improvement contractors"All advertising and sales literature must contain the DCWP Home Improvement Contractor license number."Remodelers, basement, fence, driveway and patio contractors: the number goes in the ad and on the landing page.
NYC DCWP, loansA contractor may not "act as an agent for, or advertise, promote, or arrange a home loan or a home improvement loan."Check any "financing available" line with your adviser before it runs.
N.Y. Gen. Bus. Law §396-bConspicuous disclosure of a synthetic performer the advertiser knows about. Penalties are $1,000 for a first violation and $5,000 for later ones. Audio-only ads and AI used only for translation are exempt. If your video or image ad uses an AI-generated person, label it. Ask your agency in writing what it used.

10 — Pricing

How much does a PPC agency cost in New York?

One roundup of NYC PPC agencies lists retainers of $1,500 to $10,000 or more a month, or 10% to 20% of ad spend, and flat project fees of $1,000 to $5,000 or more for setup or audit work (inBeat, updated May 2026). Eloari charges a flat fee from $900 a month, with no setup fee, no percentage and no markup on media.

Plan on roughly $2,000 to $3,000 a month in ad spend for paid search, paid directly to Google and Meta (Eloari). We are a poor fit if you can't answer inbound leads within the hour. To compare providers, read what a month of PPC management includes or our Google Ads audit checklist.

12 — Questions

New York City questions

How much does Google Ads cost in New York City?

It depends on the search and the borough. In October 2026 the top-of-page bid in New York City ran $1.07 to $3.85 for "auto repair near me" and $5.84 to $22.79 for "ac repair near me" (Google Keyword Planner). Those are estimates of what advertisers bid, not what you will pay, and we have not published city bids for other trades.

Should I target all of New York City or specific boroughs?

Start with the boroughs your crews can serve profitably. Renters are 79.9% of Bronx households and 32.3% of Staten Island households (Census ACS 2020–2024), so the buyer and the ad often need to change too. Google Ads can target each borough as a county, or smaller areas by ZIP code.

Do home improvement contractors in NYC need a license number in their ads?

New York City's Department of Consumer and Worker Protection says all advertising and sales literature must contain the Home Improvement Contractor license number (exam guide updated June 24, 2021). Put it in the ad and on the landing page, and confirm the details with your adviser.

Do I have to label AI-generated people in New York ads?

Yes, if you know the ad uses a synthetic performer. New York General Business Law §396-b took effect June 9, 2026, and penalties are $1,000 for a first violation and $5,000 for later ones (Reed Smith, 2026). Audio-only ads and AI used only for translation are exempt.

Can a Florida company run ads for a New York business?

Yes. Google and Meta accounts are managed online, and the targeting is set to your service area. Eloari works from Davenport, Florida, and has no New York office, so ask us anything about your boroughs in the free review, and we'll show the numbers we use.
