Conversion action
One thing you count, such as "Call from ad over 60 seconds" or "Quote form submitted", with its own settings.
Google Ads conversion tracking tells Google which calls, forms and sales came from your ads, and Smart Bidding then buys more clicks like the ones that produced them. So setup is a bidding decision, not a tag install: count only real leads as primary, count each lead once across Google and Meta, and send closed jobs back from your CRM. In Google Ads, in the U.S. and every other country, a call from an ad counts as a conversion after 60 seconds by default (Google Ads Help, retrieved 22 October 2026).

01 — The short answer
Conversion tracking is how Google Ads records that a click turned into something you value, such as a phone call, a form or a sale. It is the only feedback Google's automated bidding gets about your business: whatever you mark as a primary conversion is what the campaign learns to buy more of.
One thing you count, such as "Call from ad over 60 seconds" or "Quote form submitted", with its own settings.
Primary actions appear in the Conversions column and steer bidding; secondary actions are recorded for observation only.
The Google click ID added to your page address on each ad click, which lets a later sale be matched back to that click.
Sending a hashed email or phone number with a conversion so Google can match it when cookies are missing.
Uploading leads that became booked or paid jobs from your CRM, so bidding learns from sales instead of inquiries.
Meta's server-to-server connection that sends the same events as the Facebook pixel, from your server or CRM instead of the browser.
02 — Why it decides what you buy
The report looks better while the phone gets quieter. If every form is counted twice, a home improvement company paying the U.S. average of $90.92 per search lead sees $45.46 in Google Ads, and a Target CPA set from that number asks Google for leads at half their real price (LocaliQ benchmarks, updated 1 June 2026; Eloari math).
| Common setup mistake | What the report shows | What bidding does next | The fix |
|---|---|---|---|
| Page views or button clicks set as primary | Cheap "conversions" every day | Buys browsers who never call | Move them to secondary; keep only calls, forms and sales primary. |
| Same form tracked by the Google tag and a GA4 import | Two leads for every one | Thinks your cost per lead is half the real one | One firing path per action; the other one secondary or removed. |
| Leads counted as "Every" | A customer who submits three times counts three times | Favors repeat submitters | Use "One" for leads and "Every" for purchases, as Google recommends. |
| Facebook pixel and Conversions API without a shared event ID | Meta leads double | Meta optimizes on inflated results | Same event name and event ID on both, so Meta keeps one. |

Google says a bid strategy typically needs one to two conversion cycles to recalibrate after its goal changes, so get tracking right before the budget grows, not after.
03 — What should count
A primary conversion should be something a person on your team would call a lead: a call long enough to be a real conversation, a form with a phone number, a booking. Everything softer stays secondary, and the closed sale goes back to Google from the CRM.
| Business type | Primary (steers bidding) | Secondary (watch only) | Sent back from the CRM |
|---|---|---|---|
| Home services (roofing, HVAC, plumbing) | Calls from ads and site over a set length; quote forms | Call-button taps, directions clicks | Job booked, job sold with value |
| Dental and medical practices | Booked appointment requests; new-patient calls | Insurance page views | Patient seen (no health details sent) |
| Real estate agents | Seller valuation forms with phone; calls | Listing views, saved searches | Appointment set, listing signed |
| B2B and software | Demo requests; qualified trial signups | Pricing page views, content downloads | Qualified opportunity, closed deal with value |
Medical practices have extra limits on what tracking may send (see healthcare PPC management); long B2B cycles are covered in Google Ads for SaaS.
04 — The settings
After choosing what is primary, four settings decide most of the outcome: call length, count, conversion window and enhanced conversions. Google's defaults are reasonable for some businesses and wrong for others, so each one is a choice to make, not a box to accept. In Google Ads accounts in the U.S. and everywhere else, the default click-through conversion window is 30 days, adjustable from 1 to 90 (Google Ads Help, retrieved 22 October 2026).
| Setting | Google's default | What we usually set for a lead business |
|---|---|---|
| Call length | 60 seconds for calls from ads; for website calls you set the minimum | The length of the shortest real booking call in your trade, checked against recordings or call logs |
| Count | "One" for calls from ads; "Every" for website and import actions | "One" for leads, "Every" only for purchases or paid jobs with a value |
| Click-through conversion window | 30 days, adjustable from 1 to 90 | Matched to how long customers take to call; changes apply only going forward |
| Enhanced conversions | Web and leads now one on/off setting | On, with customer data terms accepted and the privacy policy updated |

05 — Phone calls
Track two kinds of calls as two actions: calls from the ad itself (call assets and call ads) and calls to the number on your website after a click. For website calls, Google swaps your number for a free forwarding number, but its default script can track only one number per page.
At the 60-second default, a two-minute wrong number counts as a lead and a 45-second "can you come Thursday?" does not, so set the threshold from your own calls. Call reporting must be on in account settings.
If a third-party call tracking service already swaps your number, Google advises against adding its Tag Manager call option on top. Help here is pricey to advertise: "call tracking for google ads" carries top-of-page bids up to $111.92 and "google ads call tracking" up to $71.39 in the U.S. (Google Keyword Planner, 22 October 2026).
Sources: Google Ads Help, set up calls from ads and website call conversions, retrieved 22 October 2026.
06 — Meta
Meta treats a pixel event and a Conversions API event as the same when the event name and the event ID match, and it discards the later copy if both reach the same pixel within 48 hours (Meta for Developers, retrieved 22 October 2026). Without a shared event ID, running both doubles your Meta leads.
| Question | Google Ads | Meta Ads |
|---|---|---|
| Server or CRM tracking | Enhanced conversions, offline import via Data Manager | Conversions API |
| How duplicates are avoided | One firing path per action; "One" count for leads | Same event name + event ID, 48-hour window |
| Default credit window | 30 days after the click (1–90) | 7-day click, 1-day engage-through, 1-day view |
| Learning from closed sales | Offline conversion import or enhanced conversions for leads | Conversion Leads: about 200+ leads a month, stages within 28 days |

Adding the Google and Meta dashboards together overcounts, because both can claim the same lead; trust your CRM. See Google Ads vs Facebook Ads.
07 — Closing the loop
Save the click ID with every lead, then upload the leads that became booked or paid jobs. Since 15 June 2026, offline conversion imports and enhanced conversions for leads uploads go through Google's Data Manager API and are blocked in the Google Ads API, so older integrations may have stopped quietly (Google Ads Help, retrieved 20 October 2026).
| Step | Where | What happens |
|---|---|---|
| 1. Keep auto-tagging on | Google Ads account settings | Each click arrives with a GCLID in the page address. |
| 2. Save it with the lead | Form or CRM field | A hidden form field stores the GCLID; email and phone are kept for enhanced conversions. |
| 3. Mark the outcome | CRM stage | Booked, sold, lost, with the job value when there is one. |
| 4. Upload | Data Manager (HubSpot, Salesforce, file, Sheets) | Wait 4–6 hours after creating the action; HubSpot and Salesforce pull the last 14 days on the first run, file sources 90 days on every run. |
| 5. Switch what bidding learns | Conversion goals | Once uploads are steady, the sale becomes primary and form fills secondary. |
Sources: Google Ads Help, offline conversion imports, Data Manager imports, enhanced conversions for leads. Retrieved 20 October 2026.
Google reports that advertisers who added first-party data to their click IDs saw a median 10% more conversions than with standard offline conversion imports. The simpler reason: bidding learns which searches become customers, not just forms.
08 — Before any budget goes up
Act like a customer, then follow the lead through every system. If one test call and one test form do not each show up once in Google Ads, once in Meta and once in your CRM with a click ID, the tracking is not ready.
| Check | How | Pass when |
|---|---|---|
| 1. Form from an ad click | Submit a form from the page | Add a test click ID to the page address first; the CRM record then has the click ID, email and phone |
| 2. Website call | Call the number on the page | Stay on past your call length; the forwarding number appears and the call is logged |
| 3. Tag firing | Tag Assistant or Tag Manager | Each action fires once, on the thank-you step only |
| 4. Meta events | Events Manager, test events | Pixel and server events show as deduplicated |
| 5. Status | Google Ads Goals, conversion actions | Recording conversions, primary only where intended |
| 6. A real person | Call after hours and Saturday | Someone or something answers and the lead reaches you |
Step 6 is not tracking, but it is where tracked leads disappear.

10 — How Eloari does it
At Eloari, days 1–7 cover account access, conversion tracking, call tracking and a check that leads actually reach you; campaigns launch around day 14. Offline conversion import is part of our measurement work once your CRM is connected. Tracking is installed and verified before any spend begins, it is part of the first month rather than a separate setup fee, and the accounts are opened under your business.
11 — Fit
You need it when the numbers in Google or Meta do not match what your phone and your CRM say. If the numbers match and are simply bad, the problem is the clicks or the page.
| Your situation | What it usually means | Verdict |
|---|---|---|
| Google shows more leads than you received | Double firing or soft actions set as primary | Fix tracking first. |
| The phone rings but Google shows few conversions | Calls are not tracked, or the length is too long | Fix call tracking first. |
| Leads match, but few become customers | Bidding learns from forms, not sales | Import closed jobs. |
| Numbers match, cost per lead is high | Wrong searches or a weak page | Run an audit or optimize the page. |
Wrong searches? Start with the Google Ads audit. Weak page? See landing page optimization. Paying to follow visitors around? Retargeting ads covers what to exclude and why reports overstate it.
12 — Pricing
There is no separate setup invoice: account build and tracking installation are part of the first month on every tier. Eloari charges a flat monthly fee from $900, no setup fee, month to month with thirty days' notice, and never a percentage of ad spend.
| Tier | Monthly ad spend | Flat fee | Includes |
|---|---|---|---|
| Starter | Under $5,000 | $900/mo | Google or Meta, conversion tracking, ad copy, monthly report |
| Growth | $5,000 – $20,000 | $1,500/mo | Google or Meta, call tracking, landing page testing, ad copy, biweekly review |
| Full | $20,000+ | $2,500/mo | Google and Meta, full tracking stack, landing page testing, weekly review |
Conversion history is what your bidding has learned, so whoever owns the account and pixel owns that learning. With Eloari you own all ad accounts, pixels, tracking, conversion history and creative assets. For what the clicks themselves cost, see how much Google Ads costs.

15 — Questions
Create one conversion action per real lead type (calls from ads, website calls, forms, sales) under Goals, install the Google tag directly or through Google Tag Manager, and set count, call length and window for each. Mark only real leads as primary, then submit a test lead and confirm it is recorded once.
Usually something other than a lead is counted as primary, such as page views or button clicks, or the same form fires twice. Compare the Conversions column with your call log and CRM for the same week; any gap is a tracking problem before it is an ad problem.
Google recommends "One" for leads, because a customer who submits twice is still one lead, and "Every" for sales, where each purchase is worth counting. Calls from ads already default to "One"; website and import actions default to "Every".
It helps Meta receive events the browser misses and lets you send leads that closed later from your CRM. Send the same event name and event ID from both so Meta can drop the duplicate within its 48-hour window.
At Eloari it is part of the first month of management, with no setup fee, on a flat monthly fee from $900 that is never a percentage of ad spend. The first account review is free.
Google says conversion tracking data takes about 3 hours to reach reports with last-click attribution and about 15 hours with other models, including data-driven. A new import action needs 4–6 hours after it is created before you send data, and a corrected tag can take up to 48 hours to show a new status (Google Ads Help, retrieved 22 October 2026).
No. Calls from ads are counted only when call reporting is turned on in account settings and a "Calls from ads" conversion action is active, and calls to the number on your website need their own website call conversion with Google's forwarding number. Calls that do not reach the minimum call length you set are not counted.
