YouTube ads management: pay for views that turn into calls

YouTube ads management for a local business means running video campaigns inside your Google Ads account and judging them by calls and booked jobs, not by views. A skippable YouTube ad can be skipped after 5 seconds, and with cost-per-view bidding Google charges only when someone watches 30 seconds, the whole ad if it is shorter, or clicks (Google Ads Help, November 2026). Eloari manages YouTube as part of Google Ads management for a flat fee from $900 a month.

  • Shown to people who already searched your service on Google.
  • Limited to the area you serve, on the YouTube placements you choose.
  • Measured by calls and jobs imported from your CRM.
  • Flat fee from $900 a month, never a percentage of spend.

01 — What it is

What does YouTube ads management include?

YouTube ads are bought in Google Ads, not in YouTube, so managing them means choosing the campaign type, the audience, the placements, the bid and what counts as a conversion. 84% of U.S. adults use YouTube, and it is one of only two platforms that a majority of every age group uses (Pew Research Center, November 2025). The work is keeping that reach pointed at people who can hire you.

The free 5 seconds

A skippable ad can be skipped after 5 seconds. Those seconds are seen whether or not you pay.

Paid at 30 seconds

With cost-per-view bidding, an in-stream ad is billed at 30 seconds watched, the full ad if shorter, or a click.

Shorts count at 10

A Shorts ad can be swiped away at once; a paid view counts at 10 seconds or a click.

Conversion bids pay per impression

With Target CPA or Maximize conversions, Google bills per impression, not per view.

Video action is gone

Google stopped new Video action campaigns in April 2025 and moved them into Demand Gen by April 2026.

A 10-second "conversion"

Someone who watches 10 seconds and converts later is counted in your Conversions column.

In-stream ad: a video that plays before, during or after another YouTube video. In-feed ad: a thumbnail and text in YouTube search results and the home feed that plays when clicked. Demand Gen: the Google Ads campaign type for conversions on YouTube, Discover, Gmail and the Display Network. Engaged-view conversion: a conversion credited to a video ad after a person watched it for 10 seconds (5 for in-feed and Shorts) without clicking.

02 — How you pay

How are YouTube ads charged?

It depends on the format and the bid strategy. Skippable in-stream ads on cost-per-view bidding are billed at 30 seconds watched or a click; bumper and non-skippable ads are billed per thousand impressions; in-feed ads are billed when someone clicks to watch (Google Ads Help, "About video ad formats," checked November 1, 2026).

FormatLengthSkipWhen you pay
Skippable in-streamNo limit; under 3 minutes recommendedAfter 5 seconds30 seconds watched, the full ad if shorter, or a click (CPV); per impression on conversion bidding
ShortsUnder 60 seconds recommendedImmediately, by swiping10 seconds watched, the end, a call-to-action click, or a like, comment or share (CPV)
In-feedNo limitNot shown until clickedA click to watch
Non-skippable in-stream15 to 60 secondsNoPer thousand impressions (Target CPM)
Bumper6 secondsNoPer thousand impressions (Target CPM)

The skip rule is why the first 5 seconds of a skippable ad have to name the service, the place and the problem. A viewer who skips at second 4 has seen your offer, and on cost-per-view bidding you were not charged.

03 — Which campaign

Which YouTube campaign should a local business run?

For a business that wants calls and booked jobs, the campaign is usually Demand Gen, set to YouTube placements only and to conversion bidding. Video views and Video reach campaigns buy attention, not leads, and Performance Max puts some of its budget on YouTube without letting you choose the audience or the placement.

Campaign typeWhat it buysFor a lead business
Demand GenConversions or clicks on YouTube in-stream, in-feed and Shorts, plus Discover, Gmail and Display unless you turn them offThe default choice. Use channel controls to keep the ad on YouTube.
Video viewsViews at a cost per viewUseful to build a list of viewers for remarketing; not a lead campaign.
Video reachImpressions at a cost per thousand, including bumper and non-skippable adsRarely worth it below a large brand budget.
Performance MaxConversions across Search, Maps, YouTube, Display, Gmail and Discover from one budgetYouTube spend you did not choose; read the channel performance report.

Since March 2025, Demand Gen ad groups have channel controls: under Channels, "Let me choose" lets you pick YouTube in-stream, in-feed and Shorts separately (Google Ads Help). Google's own best-practice page advises against restricting channels; for a local service business, we turn off Display and Gmail first and add them back only if the numbers justify it.

04 — Who sees it

How do you show YouTube ads to people who might hire you?

Start with people who already showed intent. A custom segment built from search terms reaches "people who searched for those and similar terms" on Google properties such as Google.com and YouTube (Google Ads Help, checked November 1, 2026). Someone who searched "water heater replacement" last week is a better viewer than someone who likes home improvement videos.

AudienceBuilt fromWhy it works for a local business
1. Your service searchesCustom segmentChoose "people who searched for any of these terms on Google" and add the search terms that already bring you jobs. They only act as searches on Google properties; elsewhere they become interests.
2. Site visitorsYour Google tagPeople who saw your prices or your form and left. See retargeting ads for what to exclude.
3. Past customersCustomer listCustomer Match: excluded from new-customer campaigns, or used for repeat services. Requires a good policy and payment history.
4. LocationZIP codes or radiusThe same service area as your Search campaign. A view from outside it is wasted.

05 — Measuring it

How do you know if YouTube ads are working?

Count calls and booked jobs, and read engaged-view conversions separately. Google credits a video ad with a conversion when someone watched at least 10 seconds of a skippable in-stream ad, or 5 seconds of an in-feed or Shorts ad, and converted later, and it includes those in both the Conversions and All conversions columns (Google Ads Help, checked November 1, 2026). The default window for Demand Gen is 1 day.

That can make a YouTube campaign look better than it is. A person who watched 10 seconds without clicking, then called you the next day because a neighbor recommended you, is still credited to the video. Three checks before you trust the report:

  • Split conversions into clicks and engaged views before judging cost per lead.
  • Count only qualified calls and booked jobs, imported from your CRM with the Google click ID.
  • Watch branded searches and total leads for the whole account, not just the video campaign.

Views, view rate and cost per view say whether the video holds attention. They do not say whether it made a sale. Our conversion tracking setup page shows how to send booked jobs back to Google.

06 — Budget

How much budget do YouTube ads need?

Google recommends a Demand Gen daily budget of $100 or more on Maximize conversions, or at least 10 times your target cost per acquisition on Target CPA, and says not to judge a campaign before it has 50 conversions (Google Ads Help, Demand Gen best practices, checked November 1, 2026). At $100 a day, that is about $3,040 a month in ad spend.

How long 50 conversions take at Google's $100-a-day floor, by your cost per lead:

Cost per leadSpend to reach 50 leadsTime at $100 a day
$40$2,000About 3 weeks
$80$4,000About 6 weeks
$150$7,500About 2.5 months
$300$15,000About 5 months

Spend divided by $100 a day, at 30.4 days a month. For most local businesses, YouTube comes after Search is profitable, not before. If your Search campaign can't spend what you give it, raise Search first. If it is capped by how many people search, YouTube is how you reach the people who will search next month. Not sure yet? Our guide to what Google Ads costs starts with Search.

07 — The video

What does a YouTube ad for a local business need?

A video uploaded to a YouTube channel as public or unlisted; private videos can't run as ads. You don't need subscribers, a content schedule or a studio. You need the first 5 seconds to say who it is for, where, and what to do next.

SecondsWhat goes thereExample for a roofer
0 to 5The problem, the place, your name"Roof leaking after the storm in Tampa? This is ABC Roofing."
5 to 20One proof the viewer can checkLicense number on screen, a real crew on a real roof
20 to 30One next step"Call for a same-week inspection," with the number on screen

Make a 9:16 version for Shorts and a 16:9 version for in-stream, and report them separately. The script is copy: our ad copywriting page explains how an ad can filter out leads you don't want.

08 — Video

Watch: where a Performance Max budget goes, YouTube included

If you run Performance Max, part of your budget may already be on YouTube. Since 2025 the channel performance report (Insights and reports, then Channel performance) shows how much.

09 — The month

What should a YouTube ads manager do every month?

A managed YouTube campaign leaves a trail in your account's change history: audience updates, placement checks, new video versions and imported conversions. If a month has none, the campaign wasn't managed.

11 — Pricing

How much does YouTube ads management cost?

Typical U.S. agency pricing is a flat retainer of $1,000 to $5,000 a month for small and mid-sized accounts, or 10% to 20% of ad spend, most often 15%, plus setup fees of $2,500 to $10,000 (Eloari, main page, November 2026). Eloari charges a flat fee from $900 a month, with no setup fee, no percentage and no markup on media.

13 — Questions

YouTube ads management: questions

Are YouTube ads worth it for a small business?

They can be, once Google Search is already profitable and you can spend about $100 a day, which is Google's recommended minimum for a Demand Gen campaign on Maximize conversions. Below that, the campaign rarely reaches the 50 conversions Google says it needs before you judge it. Most local businesses should fix Search first.

How much do YouTube ads cost?

You set the budget. On cost-per-view bidding, a skippable in-stream ad is charged only when someone watches 30 seconds, the whole ad if shorter, or clicks; on conversion bidding Google charges per impression. Google recommends at least $100 a day or 10 times your target cost per acquisition for Demand Gen campaigns.

Do I pay if someone skips my YouTube ad?

Not on cost-per-view bidding: a skip before 30 seconds with no click is free, and viewers can skip after 5 seconds. On Target CPA or Maximize conversions bidding, Google bills per impression, so a skipped ad can still cost money.

Can YouTube ads target a local area?

Yes. YouTube campaigns in Google Ads use the same location targeting as Search, by city, ZIP code or radius. Pair it with a custom segment of people who searched for your service on Google.

Do I need a YouTube channel to run YouTube ads?

You need a channel to host the video, but not subscribers or regular uploads. The ad video must be public or unlisted on YouTube; private videos can't run as ads.

What happened to Video action campaigns?

Google stopped new Video action campaigns in April 2025 and upgraded existing ones to Demand Gen between July 2025 and April 2026. Demand Gen is now the YouTube campaign type for conversions.

Why do my YouTube ads show conversions but no new calls?

Engaged-view conversions are counted when someone watches 10 seconds of a skippable ad and converts later, and Google includes them in the Conversions column. Split them from click conversions and count booked jobs imported from your CRM.
