Facebook ads management for small businesses

Facebook ads management is the ongoing work of running Meta ads (Facebook and Instagram) so they produce customers, not just form fills. In 2026 that work is less about choosing interests and more about two inputs Meta's system reads: which leads actually became customers, and how many genuinely different ads you give it to test.

  • Flat monthly fee from $900, never a percentage of ad spend.
  • No setup fee. Month to month, thirty days' notice.
  • Pixel and Conversions API installed and checked before launch.
  • You own the ad account, pixel, audiences and creative.

01 — The short answer

What does Facebook ads management include?

Eloari manages Meta Ads (Facebook and Instagram) for small and mid-sized businesses across the United States for a flat monthly fee from $900, with no setup fee and no long-term contract. The work covers conversion tracking (Meta Pixel plus the Conversions API), offer and lead form setup, creative testing, budget pacing, and a monthly report built on cost per qualified lead and cost per sale.

Most pages that rank for this search describe Ads Manager, the tool. A business owner hiring help needs to know something else: what a manager changes that you could not change yourself in an afternoon. The honest answer is that the buttons are easy and the system around them is not. Meta decides who sees your ad. Your job, and your manager's job, is to give it the right goal, a clean signal of what a good customer looks like, and enough distinct creative to find them.

Demand for outside help is real. Google Keyword Planner shows about 2,400 US searches a month each for "facebook ads agency" and "facebook advertising agency", with top-of-page bids reaching $75.94 (US, October 2026). That bid is what agencies pay to reach you, so ask what you get for the fee before you sign.

02 — Terms

Six terms worth knowing before you hire anyone

Conversions API

A server-to-server connection that sends your leads and sales to Meta directly, so results still count when browsers block the pixel.

Instant Form

A lead form that opens inside Facebook or Instagram, pre-filled with the person's details, so they never visit your website.

Conversion Leads

An optimization goal where Meta learns from which form leads your CRM later marked as qualified or sold, not from every submission.

Learning phase

The period after launch or a significant edit when Meta is still testing delivery, generally until an ad set reaches about 50 optimization events in seven days.

Advantage+ audience

Meta's automated targeting, where your age, interest and lookalike inputs act as suggestions and the system can deliver beyond them.

Special Ad Category

A required label for housing, employment, financial and political ads that removes most targeting options to prevent discrimination.

03 — What it costs per lead

How much does a lead cost on Facebook in 2026?

The WordStream by LocaliQ benchmark, updated September 2026, puts the average cost per lead for Facebook lead campaigns at $27.39, down from $27.66 the year before. The same report shows an average cost per click of $1.80 and a conversion rate of 8.54% for lead campaigns.

The average hides a fourfold spread between industries. Home and home-improvement businesses paid $42.95 per lead in that report, dentists paid $61.56, and real estate paid $13.74. Use the row closest to your business as a sanity check on your current numbers, not as a target. A $40 lead that books a job beats a $15 lead that never answers the phone.

04 — What moves results now

Why targeting matters less on Meta than it did

On Meta in 2026 the system chooses most of the audience itself, so the levers a business still controls are the conversion signal, the creative, the offer and the form. An account that sends Meta only "someone filled a form" will get more people who fill forms. An account that sends "this lead became a customer" gets more customers.

With Advantage+ audience, the age ranges, interests and lookalikes you enter are treated as suggestions, and Meta can deliver beyond them. The hard limits are location, minimum age, exclusions and language. That shifts the job from audience picking to four things:

1. The signal

The Pixel catches website events; the Conversions API sends the same events from your server or CRM, deduplicated, so Meta sees what the browser misses. Meta retired its separate Offline Conversions API when Graph API v16.0 expired in May 2025; offline sales now go through the Conversions API.

2. The lead stage

Meta's Conversion Leads goal learns from which Instant Form leads your CRM marks as qualified. Meta's own requirements: at least 200 leads a month, a daily upload, a stage reached within 28 days, and a stage conversion rate between 1% and 40%.

3. The creative

Meta matches the ad itself to the person, so five near-identical versions of one idea test almost nothing. Testing means different angles, people, offers and formats, refreshed on a schedule rather than after performance collapses.

4. The form

A short, pre-filled Instant Form produces volume. The "Higher intent" form type adds a review screen before submission, and one qualifying question (service area, timeline, budget) filters people who tapped by accident.

Budget size decides how much of this you can use. At the September 2026 average of $27.39 per lead, reaching about 50 optimization events a week in one ad set takes roughly $1,370 a week, or about $5,900 a month. Below that, the right build is fewer ad sets and fewer campaigns, not more, so each one gathers enough data to leave the learning phase.

05 — Rules that change the build

Does your business fall under a Meta Special Ad Category?

Meta requires a Special Ad Category for ads about housing, employment, financial products and services, and social issues, elections or politics. Since January 2025, US advertisers of financial products and services must use the category, and ads that skip it can be rejected.

Inside the housing, employment and financial categories, Meta's developer documentation lists the same restrictions. Realtors, property managers, mortgage brokers, lenders, insurance and financial advisers, and anyone advertising a job opening build their campaigns under these rules:

SettingNormal campaignSpecial Ad Category
AgeAny rangeFixed at 18 to 65+
GenderSelectableCannot be chosen
LocationZIP code or small radiusNo ZIP codes; minimum 15-mile radius in the US
Lookalike audiencesAvailableUnavailable
Detailed targetingInterests, behaviors, demographicsApproved interests only; no behavior, demographic or exclusion targeting

Health is handled differently. It is not a Special Ad Category, but since January 2025 Meta has restricted lower-funnel events for many health and wellness advertisers, which limits what the pixel can report. Medical practices should read our healthcare PPC management page before building any Meta campaign.

06 — Google or Meta first

Should a small business run Facebook ads or Google Ads first?

Google Ads captures existing demand from people already searching, so it usually converts faster and costs more per click. Meta Ads creates demand by showing an offer to people who were not searching, so it costs less per click but needs far more creative. If the budget supports only one channel, start with Google.

Meta earns the first slot when nobody searches for what you sell yet (a new service or offer), when the product sells on sight (remodeling, aesthetics, furniture, food), or when the same customer buys again and a remarketing audience pays for itself. The video below walks through the decision.

07 — How it runs

How Eloari sets up a Meta ads account

Onboarding takes about two weeks: tracking and lead routing in the first week, offer, forms and creative in the second, and launch around day fourteen. The first optimization decisions come between day 21 and day 30, and a meaningful drop in cost per lead usually shows in month two or three.

StageWhenWhat happens

SignalDays 1–7Pixel and Conversions API installed and deduplicated, leads routed to you in minutes, Special Ad Category checked, accounts confirmed under your business.
BuildDays 8–14Offer, Instant Form or landing page, qualifying question, and several distinct creative concepts written in house.

One condition is not negotiable: someone must answer new leads within the hour. A Facebook lead goes cold fast, and a business that cannot call back is paying for leads a competitor will close.

Meta accounts are run by the founder, with twenty years in paid media, copywriting and direct response, not handed to a junior after the sales call. Eloari currently manages more than $100,000 per week in advertising spend across client accounts, and writes ad copy in English, Spanish and Portuguese.

09 — Pricing

How much does Facebook ads management cost?

Most US agencies charge 10% to 20% of monthly ad spend, most often 15%, or a flat retainer of $1,000 to $5,000 a month, and many add a setup fee of $2,500 to $10,000. Eloari charges a flat fee from $900 a month with no setup fee, and the fee never rises because your budget does.

TierMonthly feeSuited to
Starter$900/moAd spend under $5,000/mo
Growth$1,500/moAd spend $5,000–$20,000/mo
Full$2,500/moAd spend $20,000+/mo

A flat fee is not automatically cheaper. Here is the same budget priced both ways, so you can judge for your own spend:

Monthly ad spendAgency at 15% of spendEloari flat fee
$3,000$450$900
$10,000$1,500$1,500
$20,000$3,000$2,500
$40,000$6,000$2,500

Up to about $10,000 a month of spend, a 15% agency costs the same or less on paper. The difference is the incentive: under a percentage, the agency earns more when you spend more, whether or not cost per customer improves. Ad spend is paid by you directly to Meta, with no markup.

11 — Questions

Facebook ads management questions

How much does Facebook ads management cost?

Most US agencies charge 10% to 20% of monthly ad spend, most often 15%, or a flat retainer of $1,000 to $5,000 a month, often plus a setup fee of $2,500 to $10,000. Eloari charges a flat fee from $900 a month with no setup fee. Ad spend is paid separately, directly to Meta.

How much should a small business spend on Facebook ads?

Plan on at least $2,000 a month in ad spend to get enough data to tell a working campaign from a lucky one. At the September 2026 benchmark of $27.39 per lead, one ad set needs roughly $1,370 a week to reach the 50 weekly optimization events Meta generally uses to exit the learning phase. Smaller budgets work best with one campaign and very few ad sets.

Why are my Facebook leads low quality?

Usually because the campaign optimizes for form submissions, so Meta finds people who submit forms. Adding a qualifying question, using the Higher intent form type, and sending Meta which leads became customers through the Conversions API shifts delivery toward buyers. Calling every lead back within the hour matters as much as the form.

Do I need the Conversions API if I already have the Meta Pixel?

Yes, for most businesses. The pixel runs in the browser and misses events that ad blockers and privacy settings block; the Conversions API sends the same events from your server or CRM. It is also the only route for offline sales since Meta retired its separate Offline Conversions API in May 2025.

Should I run Facebook ads or Google Ads first?

If the budget supports only one channel, start with Google, because it captures people already searching and usually converts faster. Meta comes first when nobody searches for your offer yet, when the product sells on sight, or when repeat customers make remarketing worthwhile.

Can you run Facebook ads for real estate, lending or hiring?

Yes, under Meta's Special Ad Category rules. Housing, employment and financial ads cannot target by age, gender or ZIP code, cannot use lookalike audiences, and need at least a 15-mile radius in the US, so the offer and creative carry more of the weight.

Who owns the Facebook ad account?

You do. Accounts, pixels and datasets are created under your business and Eloari is added as a user. If the engagement ends you keep every account, audience, conversion history and creative asset.

How long until Facebook ads show results?

Campaigns launch around day 14, after tracking and creative are in place. The first real optimization decisions come between day 21 and day 30, and a meaningful improvement in cost per lead usually shows in month two or three.
